What does 'safe' policy look like?

Safety suggests stability, consistency, trust earned; the opposite of danger. If safety involves trust then the safe policy must be trustworthy – and for a policy to be trustworthy the policy must be transparent in all aspects of its life course; what is the history and impetus behind the creation of this policy? Is it people/needs led or a product of political agenda? Are its objectives in keeping with the objectives of the people it purports to serve? Or is it merely ‘governing’ and rule setting? Does it ‘do the says’?
